This sleeve relies on stretch and a snug interior to hold its place. The opening is 1.25 inches across when relaxed and widens as you slide in, so the TPE grips the shaft. Two things help it stay put. First, trim the base so no loose material is left over. Second, use only a small amount of lubricant inside.
